新民黨理念,發揮「一國兩制」獨特優勢,不斷提升香港國際競爭力,為香港經濟社會發展探索新出路。
- 一、協助中產置業安居
- 建議進一步調整從價印花稅(AdValorem Stamp Duty,AVD)的稅階,凡香港永久性居民首置物業,只要樓價在 600 萬元或以下,印花稅劃一為 100 元,讓更多夾心家庭受惠。
- 二、為業主提供樓宇維修支援
- 建議特區政府夥拍會計、測量及工程等專業學會,組成「專業樓宇勘察隊」,與各區關愛隊合作,協助辨別急需維修的樓宇,並為法團與業主提供專業支援。
- 三、合理跟進僭建問題
- 除執法及檢控外,敦促特區政府在下個雨季前,盡快識別有潛在危險的僭建物並進行復修,以保障人命安全為最優先考慮。
- 四、高等教育發展應質量並重
- 避免教育資源錯配,重新將資助大學教育、自資專上教育及職業專才教育三者定位,以達致優勢互補,提高香港專上教育整體水平。
- 五、打造家庭友善社會
- 除了輔助生育免稅額,建議為接受輔助生育療程的婦女提供五萬元資助,長遠研究通過公私營合作,協助有意生育的家庭減輕財政壓力。
- 六、提升社區醫療服務質素
- 善用地區康健中心網絡,加強預防慢性病和預防併發症,加快引入中醫服務,改善市民健康管理能力及支援長期病患者。
- 七、關注精神健康
- 關注照顧者心理健康,放寬海外受訓臨床心理學家執業資格,以吸引這方面人才回港服務;並為基層服務機構提供適當培訓,為弱勢社群提供所需資訊及作個案轉介。
- 八、釋放銀髮經濟潛力
- 人口老化令社會對保健、樂齡科技、財富管理等服務及產品需求大增,特區政府接納新民黨建議成立銀髮經濟研究小組,檢視長者群的消費行為及需求,打造全新產業鏈。
- 九、提升公務員士氣
- 改善公務員醫療福利,包括將中醫服務推廣至所有公務員診所及硏究為公務員購買醫療保險的可行性;建議劃一新、舊制公務員退休年齡,加強經驗傳承;並建議將空置的高級公務員宿舍重新分間成多個單位,供現職公務員入住。
- 十、應對極端天氣
- 全面檢視渠道、斜坡安全、道路工程及公共設施設計,提升應對極端天氣的能力,並與公共交通營運者等制訂新的緊急應變措施。
10 Key Initiatives of New People's Party
Our Principle: Leveraging the unique advantages of “One Country, Two Systems”. Enhancing Hong Kong’s global competitiveness and exploring new ways for Hong Kong’s economic and social development.
- 1. Assisting the Middle-Class in Homeownership
- Reducing the value bands of the Ad Valorem Stamp Duty to $100 for the first residential property below $6 million acquired by Hong Kong Permanent Residents.
- 2. Providing Support for Property Owners on Building Maintenance
- Forming the “Professional Building Condition Survey Team” which comprises professionals such as accountants, surveyors, and engineers to provide professional support to owners’ corporations and owners regarding the maintenance of old buildings.
- 3. Proactive Handling of Unauthorised Building Works
- Identifying potentially hazardous unauthorised building works and carrying out necessary maintenance before the next rainy season.
- 4. Balancing Quality and Development in Higher Education
- Requesting the Government to clarify the positioning and division of labour amongst UGC-funded institutions, self-financed post-secondary institutions, and vocational and professional education and training institutions to maximise educational resources and improve Hong Kong’s tertiary education standard.
- 5. Creating a Family-Friendly Society
- Apart from tax deduction for expenses on assisted reproductive service, grant a $50,000 subsidy to family seeking assisted reproductive services. In the long run, the public-private partnership could also alleviate the financial burden of families intending to have children.
- 6. Enhancing the Quality of Community Healthcare Services
- Strengthening the prevention and management of chronic diseases by introducing Chinese medicine service provision at the district health centres.
- 7. Prioritising Mental Health
- Requesting the Government to pay more attention to the mental health of our population, to consider admitting overseas trained clinical psychologists for employment in Hong Kong's public sector, and to provide training to members of the Care Teams to aid in referring potential cases in the community.
- 8. Unleashing the Potential of the Silver Economy
- Requesting the newly established Advisory Panel on Silver Economy to conduct research and draw up plans for implementing a new industry chain for a silver economy.
- 9. Boosting civil servants’ morale
- Improving civil servants’ medical benefits, by extending Chinese medicine services to all family clinics and studying the feasibility of purchasing medical insurance for civil servants. Unified retirement age to facilitate the transfer of know-how. Converting vacant senior civil servant quarters into multiple units for civil servants to reside in.
- 10. Addressing Extreme Weather Conditions
- Examining drainage systems, slope safety, road engineering, and the design of public facilities to enhance our capacity to respond to extreme weather.
