各位北區居民，大家好！我是新民黨孔永業，在黨主席葉劉淑儀、常務副主席黎棟國及容海恩立法會議員的指導下，全身心投入地區工作，服務北區居民。我一直勇於站在前線，即使面對2019年的動盪，即使辦事處遭反對派縱火刑毀，我亦無畏無懼，挺身參選2019年區議會選舉，力抗反對派候選人。

猶記得疫情爆發之初，香港「一罩難求」，我和新民黨黨友立即飛往印尼，搜購了五萬口罩回港，組織了二百多位義工，把口罩及其他物資送到「三無大廈」及其他有需要市民手上。幾年的抗疫工作讓我深深體會到，要深耕細作，要大家團結合力，才能真正服務居民，這造就我決心參加新一屆區議會選舉，期望透過區議會這個平台，能更有效地為居民謀福祉。

我扎根上水，長期關注基層問題，致力改善劏房戶生活質素，是扶貧委員會委員及關愛基金專責小組成員，並獲「民政及青年事務局局長嘉許計劃」嘉許（2022年），這些都堅定我為北區居民服務的心，並衷心期望得到大家的支持。懇請大家於12月10日區議會選舉，支持新民黨，投孔永業一票！

Greetings, my dear residents of the North District! I am Howard Hung from the New People's Party, and I have been wholeheartedly dedicating myself to serving the residents of the North District under the leadership of party chairperson Mrs. Regina Ip, Executive Vice-Chair Mr. Lai Tung-Kwok, and Legislative Council Member Ms. Eunice Yung. My passion for serving my community has inspired me to always stand on the frontlines no matter the circumstances, even in face of the turmoil in 2019, when my office was destroyed in an arson attack by the opposition. Back then, I was determined to stand for the 2019 District Council Election, and put in my all to fight against the opposition candidates.

I clearly remember that during the start of the COVID-19 pandemic, it was impossible to find sufficient facemasks in Hong Kong. Hoping to do my part in the fight against the epidemic, I immediately boarded a plane to Indonesia with my fellow party members, and purchased 50,000 facemasks to bring back to Hong Kong. We then organised more than 200 volunteers to personally deliver the facemasks and other supplies to "Three-Nil Buildings" and others in need. These past few years of fighting against the pandemic have taught me that we must work as a community to truly serve our fellow residents, and that is why I am determined to run in this year's District Council Election. I hope that through the broader platform of the District Council, I will be able to improve the well-being of the residents more effectively.

I am rooted in Sheung Shui, and have long been concerned about grassroots issues, striving to improve the quality of life for those in sub-divided units. I am a member of the Commission on Poverty, as well as the Community Care Fund Task Force, and was a 2022 awardee of the Secretary for Home and Youth Affairs' Commendation Scheme. As a result, I am unwaveringly committed to serving the residents of the North District, and sincerely hope to receive all of your support. sincerely ask that you support the New People's Party and vote for me, Howard Hung, during the District Council Election on December 10! 促進北區可持續發展

1.敢為「政商⺠」橋，⿑⼼建設北部都會區
特區政府施政「以結果為⽬標」，未來北部都會區將會⾼速發展。有居⺠向永業反映保護大自然的重要性，期望北都發展與⾃然保育互相平衡。為了呼應與⾃然共⽣的可持續發展⼤勢，永業致力擔當「政商⺠」之間的溝橋，積極協調不同持份者，務求合作共贏，促進北區可持續發展。
2.配合公屋落成，推進完善居住配套
北區公屋群陸續落成，將有⼤量居⺠遷入，惟現時北區的社區資源配套，例如體育設施及⽂娛康樂中⼼等，均落後需求，永業致力爭取特區政府精準規劃及加快落實北區社區配套設施，讓北區成為快樂社區，居民安居樂業。
3.推動區內就業，釋放婦女勞動⼒
建⽴「原區⼯作轉介平台」，以當區居⺠優先的宗旨轉介北區職位，促進區內就業，活化北區經濟，增強北區發展動能。同時提倡完善社區保姆計劃，釋放婦女勞動力。
4. 推動成⽴「北區法團聯席」，保障業主權益
推動成⽴「北區法團聯席」，促進法團交流，提高屋苑管理水平，保障業主權益。

優化北區交通網絡

5.興建智能停車場，增加泊車位
北區泊位不⾜，違泊隨處可⾒，不少街道因為違泊嚴重，大型車輛難以通過，導致交通擠塞。例如石湖墟舊墟一帶問題便特別嚴重，經常引發「樽頸效應」，嚴重時車龍會倒灌出龍琛路。為紓緩問題，永業全力爭取把北區納入智能停車場試點，增加泊車位；同步要求特區政府盡快做好預案，應對北部都會區帶來的交通壓力。
6.提呈改善北區交通網絡方案
永業關注北區的交通問題，制訂不同方案，多角度切入，優化北區交通網絡，並將向特區政府相關部門提呈方案，積極磋商，務求讓北區居民出行更加便利。

完善社區配套

7.改善社區設施，打造宜居北區
區內設施老化，包括路磚鬆脫、石湖墟街市燈罩脫落等，威脅居民安全。永業建議以便利長者生活為切入點，改善規劃，行人路設計、闊度及物料應考慮長者需要，街市加入防滑及改善通風等，打造宜居社區。
8.為弱勢發聲，為小眾謀福祉
永業關懷弱勢群體，為貧困家庭、傷建人士、新來港移民、少數族裔及不同小眾社群發聲，宣揚關愛共融，建立和諧多元社區；倡導城鄉共融，保障生物多樣性及推動可持續發展。
9.改善鄉郊村落網絡信號，建設「上網無障礙」社區
北區有很多偏遠鄉郊及村落，通訊網絡信號不佳，部分鄉村甚至未能接收電訊信號，除了影響村民一般通訊，更影響學生上網課或網上學習，村民苦不堪言。永業已著手整理報告，將向特區政府及電訊商爭取，改善偏遠鄉郊的通訊網絡，建設「上網無障礙」社區。

Promote Sustainable Development
• Be a bridge between the Government, the business community, and the people, joining efforts to build the Northern Metropolis
• Promote employment within the district, and improve incentives for women to join the labour force
• Promote the improvement of community support facilities in line with the completion of public housing estates
• Establish a Northern District Federation of Owners' Corporations to protect the rights and interests of property owners

Optimise the Transportation Network
• Build smart car parks to increase the number of parking spots
• Propose improvements to the North District's transportation network

Strive for the Betterment of the Community
• Update ageing infrastructure and develop an elderly-friendly community
• Advocate for the underrepresented groups in the community
• Improve network signals in the rural villages and build an "Internet Accessible" community
