我是江卓姿Van，香港中產市民，關心的大議題是香港經濟發展方面，小議題則是如何安居樂業，提升幸福感。我決定出選今屆區議會選舉，一方面是我十分尊敬黨主席葉劉淑儀及陳家珮，我希望成為新民黨行動派的一分子，身體力行，聆聽真實的聲音，做真正需要的事。

我出選南區東南，因為我覺得南區是一個很有特色的地方。南區載有香港文化，歷史悠久，天然環境優美。我希望可以為南區發展、優化現有設施及環境出一分力。我關注周邊環境及生活質量，對市容、交通、生活便利程度和設施老化等問題，都會特別關心。我本人正步入組織家庭的人生階段，相信我關心的事情跟南區家庭關心的相同。我本身專業是律師，專長就是找出問題，尋找可行方案，權衡利弊後作出建議。有能力釐定問題所在是很重要的，是很多事情的第一步。我希望能透過區議會這個平台，為南區、為大家出謀獻策，解決問題。我是很喜歡聆聽的人，事無小事，我都有興趣探討，希望找到解決方案。因此，我期望大家告訴我你對南區的期望和改善建議，並且在12月10日的區議會選舉，支持新民黨，投我江卓姿一票！多謝大家！

I am Van Kong Cheuk-chi! As a member of the middle class, my utmost concern is Hong Kong's economic development and enhancing peoples' sense of satisfac-tion. I have decided to stand for this year's District Council Election because I fully identify with Mrs. Regina Ip, Chair of the New People's Party ("the NPP") and Hon. Judy Chan Ka-pui. Therefore, I became part of the NPP, to put my beliefs into practice and to reflect genuine voices.

I have decided to stand for Southern District Southeast Constituency, because I believe the Southern District is a place with local characteristics. Southern District is enriched by traditional culture, where it has a long and distinguished history, and beautiful natural landscape. I hope to drive forward the development of the Southern District, enhance existing facilities and environment. I express concern about the surroundings and the quality of life, specifically on the issues of cityscape, traffic, the community connectivity and the facilities for ageing population. I am about to enter a life stage of starting a family, so I believe the matters that I concern are similar to young families in the Southern District.

As a lawyer, I specialise in identifying problems and practical options and putting forward proposals after assessing the pros and cons. The ability to ascertain problems is of paramount importance and is the first step to address common concerns. Through the District Council platform, I hope to make strenuous efforts in offering constructive ideas and suggestions for the Southern District and for all of us.

I like to listen, explore, and find solutions, with the conviction that nothing is trivial. Therefore, I reach out to every single one of you to tell me what your expectations on Southern District are. I call on all of you for your support and trust! 新民黨重點倡議

1.保障外傭僱傭雙方權益
保障外傭僱傭雙方權益，認為勞工處有責任平衡加強規管外傭中介，完善外傭職業介紹所的規管措施，包括提高外傭職業介紹所的發牌門檻、研究更新標準僱傭合約、增設外傭稅務寬免及設立統一平台支援僱傭雙方。
2.爭取公務員福利
繼續提出優化公務員福利措施，包括爭取中醫服務推廣至所有公務員診所，研究循公私營協作方向為公務員提供醫療服務，研究為公務員購買醫療保險的可行性，並按需要調整公務員公共房屋配額計劃的「特別配額」數量。
3.加強基層醫療
為減輕公營醫療壓力，建議加強基層醫療及家庭醫學，並考慮在地區康健中心增加註冊中醫師，探索改善基層醫療及轉介機制。
4.擴展滲水辦功能
滲水辦除檢測與檢控外，亦應提供專業支援以協助居民根治問題，包括轉介公證行服務、訂立建議市場價供市民參考。增加技術投資，加強驗測速度及準確性，建立「懸案」處理機制。

關注南區發展

5.提升應對極端天氣能力
建議以南區作試點，全面提升應對極端天氣能力，包括於南港島線車站均加設水閘等防災裝置，加強監督雨水排放系統改善計劃，提高田灣、香港仔、鴨脷洲、黃竹坑、壽臣山、赤柱及山頂的排洪能力，全面檢視斜坡維護，並完善樹木管理機制。

6.優化南區公共交通網絡
要求加快香港仔隧道收費廣場興建轉車站進度，提供轉乘優惠。171號及671號加設早上六時的首班車及七時的第二班車，滿足繁忙時段居民過海需求。

7.跟進電力公司《管制計劃協議》
積極跟進兩電《管制計劃協議》的檢討，要求政府檢視協議內容，引入服務表現評估，若出現停電需要繳交罰款。
8.打造長者友善南區
以世界衛生組織《全球長者友善城市》指引為藍本，從城市設計入手，優化南區的無障礙設施，將長者友善融入躍動港島南。
9.黃竹坑水管保養
南區社區成型多年，要求水務署跟進水管情況，定期報告智管網監測成效，查找並引入最新技術，協助居民及持份者應對食水水質問題。
10.完善「躍動港島南」計劃
要求政府善用南區既有優勢，以完善「躍動港島南」計劃，例如在南區推動水上運動發展、保育「太白海鮮坊」、完善水上交通規劃等。跟進活化黃竹坑涌尾明渠計劃，改善渠務設計及加強清潔。

11.增加表演場地及社區會堂
南區現有社區會堂不足，大多預約常滿，不方便居民或地區組織舉辦活動。建議改劃現有閒置用地以增加表演場地及社區會堂，例如考慮香港仔大道220號或石澳文新學校舊址。

12.增設電單車泊位
增加南區電單車泊位供應，建議包括薄扶林道近薄扶林村對出行人路、香港仔崇文街、鴨脷洲大街利枝道巴士總站旁凹位，以及鴨脷洲巴士總站與鴨脷洲邨巴士站之間的花槽後行人路位置等。

竭誠服務南區東南

黃竹坑
• 建議改建南朗山道熟食市場為多層建築，包含有電動車快充站的停車場、有鮮菜鮮魚的街市及熟食市場
• 爭取延長城巴75號的服務時間，於星期六日開設班次，以服務於其他時段往來黃竹坑屋苑及中環的居民，尤其是需要放學後前往灣仔至中環一帶參與課外活動的學生
• 調查2015年更換黃竹坑水管工程的漏網之魚，擬訂更換時間表。監察智管網成效
利東一及利東二
• 爭取合併後的99號巴士線部份班次以利東作為總站
鴨脷洲北
• 爭取改善鴨脷洲大街衛生情況，尤其曱甴出沒及餵飼野鴿問題
• 爭取在華庭街露天停車場增加電單車泊位
鴨脷洲邨
• 爭取在多層停車場增加電單車月租泊位
• 爭取在鴨脷洲邨巴士總站與鴨脷洲邨巴士站之間的花槽後行人路位置增設電單車停泊骨位
• 爭取在鴨脷洲邨巴士總站加設候車座椅
海怡一及海怡二
• 關注電燈公司停車場大樓重建為酒店項目
• 爭取為90 號巴士線加設海怡半島站
• 跟進海怡東商場及海怡地鐵站扶手電梯經常損壞的問題
海灣、赤柱、石澳村及大浪灣村
• 關注道路交通擠塞、大型車輛落客位置的問題

• Capitalise on the advantages of the Southern District to refine the "Invigorating Island South" Plan
• Construct more performance venues and community halls
• Maintain the water pipes at Wong Chuk Hang
• Develop an elderly-friendly Southern District

• Suggest and follow up on converting Nam Long Shan Road Cooked Food Market into a multi-storey building containing a car park, wet market and cooked food market
• Advocate extending service hours of City Bus route no. 75 to afternoon and providing service on weekends
• Review scope of replacement of Wong Chuk Hang’s water mains in 2015 and canvass for overlooked subjects. Monitor performance of the Water Intelligent Network

Lei Tung I & II

• Advocate allocating certain trips of bus route no. 99 to be dispatched from Lei Tung Estate Bus Terminus

Ap Lei Chau North

• Work to improve hygiene condition of the Main Street, particularly that concerning cockroaches and wild birds
• Fight for more motor cycle parking spaces in the open car park on Wah Ting Street

Ap Lei Chau Estate

• Fight for more monthly motor cycle parking spaces in the multi-storey car park
• Advocate setting aside space near the bus terminus for motor cycle parking
• Request waiting benches at Ap Lei Chau Estate Bus Terminus

South Horizons I & II

• Supervise the redevelopment project of the HK Electric's Car Park Building
• Request detouring bus route no. 90 via South Horizons
• Follow up on the frequent breakdown of escalators in Marina Square East Centre and MTR station

• Work to improve problems of traffic congestion and large vehicles’ drop-off locations
• Follow up on post-extreme weather events infrastructure rebuilding
